Communication and information are regarded as the nerve system of the contemporary societies. Information has come to be regarded as a national resource, as essential to nations well-being and security like water and coal. "The wealth of popular, intellectual, scholarly and research resources in its libraries and information centres is one of the greatest strengths of a nation." The lack of the right type of information has affected the development process in the developing countries. The development of information in these countries could lead to more progress in education and technology, improve their health; and promote rural development and national integration. The present papers in this volume are the outcome of a National Seminar on 'Librarianship in Developing Countrie' held at S.V. University, Tirupati in the year 1991. Problems prevailing in the developing countries in the field of Library & Information Science have been widely explained.
